Avrupa Birliği (AB) üyesi devletler, 2. Dünya Savaşı sürecinde azalan emek gücünün yerini işgücü göçleriyle doldururlarken; Soğuk Savaş sonrası dönemde düzensiz göçlerin hedef devleti (ülkesi / bölgesi) olmuşlardır. Siyasi ve ekonomik nedenli bu kitlesel düzensiz göçler, devlet-merkezli klasik güvenlik anlayışını tartışmaya açarken üye devletler düzensiz göç sorununa yönelik ortak politikalar oluşturmak için çeşitli düzeylerde girişimlerde bulunmuşlardır. Bu bağlamda çalışmada AB tarafından oluşturulmaya çalışılan ortak düzensiz göç politikaları, güvenlik odaklı Kale Avrupası yaklaşımı kapsamında analiz edilecektir.
