Rusya Federasyonu’nda kamu diplomasisinin gelişimi

Abstract

Devletlerin ulusal amaçlarını gerçekleştirme konusunda uluslararası kamuoyunun desteğinin önemini kavramasıile diplomasi alanında önemli değişiklikler yaşanmıştır. Diplomaside yaşanan bu değişim, diplomasinin yeni birtürü, kamu diplomasisi olarak literatürdeki yerini almıştır. Doğru yönetilmiş kamu diplomasisi politikalarınınbaşarısı kanıtlanmıştır. Bu şekilde kamu diplomasisi devletlerin önemli bir diplomasi aracı haline gelmiştir. Yenibir devlet olarak kurulan Rusya Federasyonu bir süre sonra, çok kutuplu dünyanın güçlü bir kutbu olmayönündeki ulusal amacını gerçekleştirmek için uluslararası kamuoyunun desteğine ihtiyacı olduğunu fark ederekyeni bir kamu diplomasisi stratejisi geliştirmeye koyulmuştur. Bu çalışmanın amacı Rusya’nın kamu diplomasisisürecini takip ederek başarılı olup olmadığı sorusuna bir cevap bulmaktır. Bu doğrultuda, Rusya’nın takip ettiğikamu diplomasisi stratejisinin küçük bir haritası sergilendikten sonra kamu diplomasisinin teorik unsurlarındanyararlanılarak atılan adımlar analiz edilmeye çalışılacak ve yukarıda sorulan sorunun cevabı aranacaktır.

Significant changes have taken place in the field of diplomacy, with the understanding of the importance ofinternational public support for states to achieve their national goals. This change in diplomacy has taken itsplace in the literature as a new type of diplomacy, namely public diplomacy. With the proven success of properlymanaged public diplomacy policies, it has become an important instrument of diplomacy of states. The RussianFederation, which was established as a new state, soon began to develop a new public diplomacy strategy,realizing that it needed the support of the international public to achieve its national goal of becoming a strongpole of the multipolar world. The purpose of this study is to find an answer to the question of whether Russia issuccessful by following the public diplomacy process. In this regard, after showing a small map of the publicdiplomacy strategy followed by Russia, the steps taken will be analyzed using the theoretical elements of publicdiplomacy and the answer to the question we asked above will be sought.
