Abstract
Bu çalışma, sahibinden.com adlı web sitesinde yer alan çocuk bakıcılığı ilanları üzerinden çalışan ebeveynlerin çocuk bakım sorununa çözüm arayışlarını konu edinmektedir. Çalışmada ailelerin çocuk bakım ve eğitiminde karşılaştıkları zorluklar, bakıcı seçim kriterleri ile çocuk bakıcılarının görev tanımları, çalışma koşulları ve sosyal güvenlik durumlarını web sitesi içerisinde yer alan ilan metinleri üzerinden ortaya koymak amaçlanmıştır. Bu doğrultuda 1 Aralık 2019 ila 31 Ağustos 2020 tarihleri arasında İstanbul ve Ankara şehirlerinden verilen 2009 bakıcılık ilanı, nitel veri toplama yöntemleri içerisinde yer alan doküman analizi çerçevesinde incelenmiştir. Araştırmada bakıcıda aranan temel kriterler; referanslı olma, yakın muhitte oturma, sigara kullanmama, sakin mizaçlı olma, işveren ailenin kurallarına uyma, dinî-ideolojik talepler gibi temalar etrafında toplanırken bakıcı iş tanımının; çocuğun bakım, gelişim ve eğitimini desteklemekten yemek, temizlik, ütü gibi ev işlerini yapmaya kadar çok çeşitli ve kompleks işleri kapsayabildiği tespit edilmiştir. Yatılı bakıcılıkta iş tanımı daha belirsiz ve geniş kapsamlıdır. Aileler çalışanlara maaş ve çeşitli nakdî yardımların yanı sıra paternalist ilişkileri sürdürmelerini sağlayan maddi olmayan imkânlar da sunmaktadır. Araştırmada ayrıca Covid-19 salgınının başlamasıyla bakıcı seçim kriterleri ve iş tanımında değişimler meydana geldiği; uzaktan eğitime geçilmesiyle ailelerin eğitimci vasfı taşıyan personel arayışına girdiği tespit edilmiştir.
The present study is about searching for solutions to the child care problem of working parents through babysitting posting on the website sahibinden.com. In the study, the purpose was to uncover the difficulties faced by families in child care and education, the selection criteria of caregivers, job descriptions, working conditions, and social security status of caregivers through announcements on the website. To this end, the 2009 babysitting announcements from Istanbul and Ankara between 1 December 2019 and 31 August 2020 were examined in the framework of document analysis, which is among the qualitative data collection methods. In the study, the main criteria sought in caregivers were collected around themes such as having references, living in a close neighborhood, not smoking, having a calm character, obeying the rules of the employer’s family, and religious- ideological demands, and the job descry. The caregiver can cover a wide variety of complex works, from supporting the child’s care, development, and education to doing housework such as cooking, cleaning, and ironing. In residential care, the job description was vaguer and broad. Families provided employees with salaries and various cash benefits, as well as intangible benefits enabling them to maintain paternalistic relations. It was also found in the study that changes occurred in the caregiver selection criteria and job description with the onset of the Covid-19 epidemic; and that families were in search of caregivsearching for the qualifications of educators with the transition to distance education.
