Osmanlı’dan günümüze yapı üretiminde mimarlık meslek örgütlenmesinin gelişimi

Abstract

Türkiye’de bugün, yapı sektörünün düzenli olarak işlemeyen bir örgüt yapısına sahip olması ve yapı üretim sistemindeki yanlışlıklar nedeniyle, fiziksel planlama ölçeğinden başlayarak yapı ölçeğine kadar uzanan kentsel gelişme süreci, kendiliğinden ve denetimsiz bir şekilde gelişme göstermektedir. Türkiye’deki yapı üretim sistemi, bu sistem içerisinde yer alan meslek gruplarının görev, yetki ve sorumlulukları ile mesleki ilişkileri ve örgütlenme biçimlerinin sorgulanması kaçınılmaz olmuştur. Mimarlık mesleği geçmişten gelen özellikleri nedeniyle yapı üretiminde önemli bir yer tutmaktadır. Bu bildiride, birçok alanda olduğu gibi Osmanlı İmparatorluğu’ndan Türkiye Cumhuriyeti’ne geçişin gözlemlendiği yapı üretim sisteminin ve mimarlığın da içerisinde yer aldığı yapı üretimindeki mesleki ilişkilerin ve örgütlenmenin gelişimi ele alınarak, 1999 depremleri sonrasında Türkiye’deki yasal düzenlemelerin biçimlendirdiği mimarlık mesleği ortamındaki gelişmeler irdelenmiştir.

Today in Turkey, urban development process, ranging from physical planning scale to building scale, developes spontaneously and in an uncontrolled way, because building sector has an organization which works disorderly and because of mistakes in building production system. It is inevitable to interrogate the building production system, mission, authorization and responsibilities of profession groups taking place in this system, their professional relationships and organization way. Architectural profession has an important role in building production because of its features coming from past. In this paper, as it is in a wide selection of fields, the developments in architectural profession field which is formed by legal arrangements in Turkey after 1999 earthquakes is studied by handling building production system, in which transition period from Ottoman Empire to Turkish Republic can be observed, the deveopment of professional relationships and organization in building production in which architecture takes place.
