Makedonya isim sorununun bölge ve dünya politikasına etkisi

Abstract

Balkanların merkezinde bulunan Makedonya tarihte birçok millete ve medeniyete ev sahipliği yapmıştır. Bundan dolayı komşuları Makedonya Bölgesi hakkında çeşitli iddialarda bulunmaktadır. Makedonya Cumhuriyeti’nin eski Yugoslavya’dan ayrılarak bağımsızlığını ilan etmesinden itibaren geçen 27 yılda komşularıyla farklı düzeylerde sürekli sorunlar yaşadığı görülmektedir. Bu sorunlar arasında temeli tarihsel iddialara dayandırılan Yunanistan ile Makedonya arasındaki isim sorunu ön plana çıkmaktadır. Sorun bağlamında Yunanistan, Makedonya’nın Avrupa Birliği (AB) ve Kuzey Atlantik Örgütü (NATO) üyelik süreçlerini engelleyen bir dış politika izlemiştir. Batı dünyası ise bu sorununun Makedonya’yı ABD ve AB’den uzaklaştırıp Çin, Rusya ve Türkiye gibi aktörlere yakınlaştırmasından endişe duymaktadır. Bu yüzden 2018 yılı ABD ve AB öncülüğünde Prespa Anlaşması bağlamında Yunanistan ve Makedonya açısından müzakere ve anlaşma yılı olmuştur. Çalışmada isim sorununun tarihsel kökeninden yola çıkarak bu sorunun günümüzde bölgesel ve küresel politikaya ne denli etki ettiği analiz edilmektedir.

Situated in the center of the Balkans, Macedonia has served as home to many nations and civilizations througout history. Therefore, neighbours tent to make various claims about the Macedonian Region. Since the Republic of Macedonia declared its independence from Yugoslavia, in the past 27 years, it has been seen that it has experienced constant problems at different levels with its neighbours. The most important issue among all these problems is the one between Greece and Macedonia about the country's name, and it is based on historical claims. In the context of this problem, Greece pursued a foreign policy that hampered Macedonia's European Union (EU) and North Atlantic Treaty Organization (NATO) membership processes. As for the Western World, it is concerned that this issue will draw away Macedonia from EU and the USA, while it will get closer relations with actors such as China, Russia and Turkey. For this reason, under the leadership of the US and EU and along with Prespa Agreement, 2018 has been the year of negotiations and agreement between Greece and Macedonia. Based on the historical origin of the name issue, this study examines the impact of regional and global politics.
