Suriye krizinde aktörler, uyuşmayan talepler ve çatışan çözümler

Abstract

Mart 2011’de barışçıl gösterilerle yerelde başlayan Suriye krizi, kısa zaman içerisinde ülke genelinde önce karşılıklı çatışmalara, sonra iç savaşa dönüşmüştür. Yerelde başlayan krizin tırmanması ve ülke geneline yayılmasıyla birlikte Suriye dışındaki birçok aktör, Suriye krizine müdahil olmuş ve kriz, bölgesel ve uluslararası düzlemin önemli bir sorunu haline gelmiştir. Sekiz yıldır çözülemeyen Suriye krizine çok sayıda ve farklı tipte aktör, farklı amaç ve taleplerle müdahil olurken aktörlerin uyuşmayan talepleri ve çatışan çözümleri, Suriye krizinin sonlanmasını engellemiştir. Suriye yerelinde kabaca Suriye yönetimi ve Suriyeli muhalif gruplar arasında başlayan yerel krize, kısa zamanda ulusal düzlemde silahlı devlet dışı aktörler ve devletler taraf olmuştur. Bölgesel ve uluslararası düzlemde Suriye krizine yeni devletler ve devlet dışı aktörler müdahil olurken uluslararası örgütler de kriz açısından ön plana çıkmıştır. Ayrıca krizin dönüşümüyle birlikte Suriye krizi farklı aktörler için farklı anlamlara gelmeye başlamıştır. Suriye krizindeki birçok aktör için krizin başında temel konu, Suriye içindeki çatışmalarken zamanla silahlı devlet dışı aktörlerin artan faaliyetleri, kimyasal silah kullanımı ve uluslararası terörizm gibi krizle ilintili çok sayıda sorun, aktörlerin talep ve çözümlerini etkilemiştir. Çok sayıda ve farklı tipteki aktörün Suriye krizi ve ilintili konularla ilgili talep ve hedefleri birbirleriyle çatışırken tarafların önlem ve yöntemleri krizin çözümünü zorlaştırmıştır.

The Syrian crisis, which started in March 2011 with peaceful demonstrations, has rapidly turned into a mutual conflict and then a civil war. After the spread of the crisis throughout the country, many external actors involved in the Syrian crisis and the crisis has become an important issue of the regional and international level. While many and different types of actors with different aims and demands involved in the Syrian crisis, the incompatible of their demands and conflicting solutions of them prevented the end of the Syrian crisis. The local crisis began roughly between the Syrian government and the Syrian opposition groups but in a short time different states and armed non-state actors became new parties of the crisis. With the transformation of the crisis, international organizations have also come to the fore at the regional and international levels. In addition, with the transformation of the crisis, the Syrian crisis began to have different meanings for different actors. At the beginning of the crisis, the main concerns at the different levels were local clashes and increasing violence within Syria. However, within time, many problems associated with the crisis such as the increasing activities of non-state actors, the use of chemical weapons and the international terrorism affected the demands and aims of the actors. While the incompatible objectives and changing demands of the various types of actors affected the transformation of the crisis, the measures and methods of the them have made the solution of the crisis more difficult.
