Abstract
İslâm öncesi Türklerde de varlığı bilinen güvenlik yapılarının ilk Türk-İslâm devletlerinde ribat olarak karşımıza çıktığını görüyoruz. Bu yapılar, zamanla asıl işlevlerini kaybetmiş ve kervansaray halini almışlardır. Osmanlıların kuruluş yıllarında, eski Türk-İslâm devletlerindeki gibi yürütülen güvenlik hizmetleri, İstanbul'un fethinden sonra daha organize bir duruma getirilmiştir. III. Selim döneminde askerî nizamiye karakolları ortaya çıkar, mahallelerin asayişini temin anlamında yapıldığı bilinen en erken tarihli karakolhaneler ise Sultan II. Mahmud dönemine aittir. Sultan Abdülmecid devrinde 20 Mart 1845’te Polis Nizamnamesi çıkarılmış, Sultan Abdülaziz döneminde 1869 tarihli nizamnameyle yeni düzenlemelere gidilmiş, II. Abdülhamid devrinde ise polisin yetki ve salâhiyeti genişlemiştir. Cumhuriyetin ilânından sonra Ankara’ya taşınan bu örgüt 1925 yılında Emniyet-i Umumiye Umum Müdürlüğü adıyla yeniden yapılanmıştır.
Known pre-Islamic Turkish security buildings became Ribats during the early Islamic period of the Turks. By the course of time, these structures lost their original function and turned into caravanserais. Security service in the early Ottoman period was very much like in the early years of first Moslem Turkish states and it became more organized after the conquest of Istanbul. During the reign of Selim III, military police stations appeared and they were called Nizamiye. The oldest police stations (Karakolhane) which were for the security of any district (Mahalle) belong to the time of Mahmut II First Code for police service was issued during the time of Sultan Abdülmecid on the 20th March 1845. In the time of sultan Abdülaziz in 1869 new improvements were made to that new code of the security service. In the time of Abdülhamid II Police was given more authority and power. After the end of the Ottoman Empire Main Security Center was moved to Ankara and reorganized as Emniyet-i Umumiye umum Müdürlüğü (General Directorate for the Public Security).
