Abstract
Çalışmanın amacı pul emisyon programına konu olan UNESCO Anma ve Kutlama Programları temalı pullar üzerinden değerlendirmede bulunmaya çalışmaktır. Nitel araştırmanın içerik analizi yöntemi üzerinden ilerletilen bu çalışmada yazılı ve görsel kaynaklara yer verilmiştir. Öncelikle literatür taraması yapılarak çalışmanın yazılı verileri oluşturulmuş ardından, anma ve kutlama yıl dönümleri başlıklı posta pulları eklenerek çalışmanın içeriği görsel anlatım yönünden zenginleştirilmiştir. Araştırmanın görsel verileri 1981-2023 yılları arasında Türkiye’de tedavüle çıkarılan toplam 23 adet puldan oluşmaktadır. UNESCO Anma ve Kutlama Programları bağlamında kabul edilen 36 konu bulunmasına rağmen çalışmaya sadece anma ve kutlama etkinlikleri ile eş zamanlı olarak aynı yıl emisyonu yapılan toplam 11 konu dâhil edilmiştir. Bu konular Mustafa Kemal Atatürk’ün Doğumunun 100. Yıl Dönümü 1981, Mimar Sinan’ın Vefatının 400. Yıl Dönümü 1988, Yunus Emre’nin Doğumunun 750. Yıl Dönümü 1991, Osmanlı Bilim ve Kültür Mirasının ve Çok Uluslu Yönlerinin Oluşumunun Başlangıcının 700. Yıl Dönümü 1999, Mevlânâ Celâleddîn-î Rûmî’nin Doğumunun 800. Yıl Dönümü 2007, Kaşgarlı Mahmud’un Doğumunun 1000. Yıl Dönümü 2008, Kâtip Çelebi’nin Doğumunun 400. Yıl Dönümü 2009, Evliya Çelebi’nin Doğumunun 400. Yıl Dönümü 2011, Pîrî Reis Dünya Haritasının 500. Yıl Dönümü 2013, Hoca Ahmed Yesevi’nin Vefatının 850. Yıl Dönümü 2016 ve Âşık Veysel’in Vefatının 50. Yıl Dönümü 2023 biçiminde sıralanmaktadır. 2024 yılı içerisinde UNESCO 42. Genel Konferansı kararı ile anma ve kutlama programlarına dâhil edilen Dîvânu Lugâti't-Türk’ün Yazılışının 950. Yıl Dönümü (1074), Ali Kuşçu’nun Vefatının 550. Yıl Dönümü (1474) ve Fuat Sezgin’in Doğumunun 100. Yıl Dönümü (1924) konularının ise henüz pul emisyon programına dâhil edilip edilmeyeceği bilinmediği için bu konularla ilgili herhangi bir çalışma yapılmamıştır. Pul emisyon programının son 5 yıla ait verileri ile UNESCO Genel Konferansı kararları birlikte değerlendirildiğinde posta idaresinin emisyon programına dâhil edilecek temaların belirlenmesi sürecinde seçici davrandığı ve daha çok popüler konuları emisyon programına dâhil ettiği görülmüştür. UNESCO Türkiye Milli Komisyonu’nun ise Genel Konferans kararları ile kayıt altına alınan yıl dönümü etkinliklerini yeterince desteklemediği sonucuna ulaşılmıştır.
The aim of the study is to try to make an evaluation on the UNESCO Commemoration and Celebration Programs themed stamps, which are the subject of the stamp emission program. Written and visual sources are included in this study, which is carried out through the content analysis method of qualitative research. The data collected using the document analysis method, one of the data collection tools, was shaped on the axis of visual examination and interpretation. Document analysis; While it was created through the contents of magazines, books, book chapters, encyclopedia articles, scientific reports, corporate publications and websites, visual research was tried to be created through stamp objects that draw attention to UNESCO Commemoration and Celebration Programs. First, the written data of the study was created by scanning the literature, and then the content of the study was enriched in terms of visual expression by adding postage stamps titled commemoration and celebration anniversaries. The visual data of the research consists of a total of 23 stamps put into circulation in Turkey between 1981 and 2023. While 4 of these stamps were printed in blocks, the remaining 19 were printed in series. Although there are 36 issues accepted within the context of UNESCO Commemoration and Celebration Programs, only a total of 11 issues that were emitted simultaneously with commemoration and celebration events in the same year were included in the study. These topics are the 100th Anniversary of the Birth of Mustafa Kemal Atatürk in 1981, the 400th Anniversary of the Death of Mimar Sinan in 1988, the 750th Anniversary of the Birth of Yunus Emre in 1991, the 700th Anniversary of the Beginning of the Formation of the Ottoman Scientific and Cultural Heritage and its Multinational Aspects. 1999, 800th Anniversary of the Birth of Mevlânâ Celâleddîn-î Rûmî 2007, 1000th Anniversary of the Birth of Mahmud of Kaşgar 2008, 400th Anniversary of the Birth of Kâtip Çelebi 2009, 400th Anniversary of the Birth of Evliya Çelebi 2011, The 500th Anniversary of the Pîrî Reis World Map is 2013, the 850th Anniversary of the Death of Hodja Ahmed Yesevi is 2016, and the 50th Anniversary of the Death of Âşık Veysel is 2023. The 950th Anniversary of the Writing of Dîvânu Lugâti't-Türk (1074), the 550th Anniversary of the Death of Ali Kuşçu (1474) and the Commemoration of Fuat Sezgin, which were included in the commemoration and celebration programs by the decision of the 42nd General Conference of UNESCO in 2024. As for the 100th Anniversary of his birth (1924), no work has been done on these issues since it is not yet known whether stamps will be issued or not. When the data of the last 5 years of the stamp emission program and the UNESCO General Conference decisions are evaluated together, it is seen that the postal administration acts selectively in the process of determining the themes to be included in the emission program and includes more popular topics in the emission program. It was concluded that the Turkish National Commission for UNESCO did not adequately support the anniversary events recorded by the General Conference decisions.
