Bursa'daki eğitim sisteminin sorunlarının belirlenmesine yönelik bilgi sistemi platformu geliştirme

Abstract

Eğitim, toplumun yapısını değiştiren ve topluma daha iyi bir yaşam düzeyi sağlayan dinamik bir güçtür. Bir ülkede uygulanan eğitim sistemi, toplumun ihtiyaçlarını karşılayabilmeli, soruna yol açan etkenler ortadan kaldırılabilmeli veya hafifletilmelidir. Bu durumda atılacak ilk adım, eğitim sisteminin ilke ve amaçlarını dünya ve topluma ilişkin gelecek uzgörüsü çerçevesinde yeniden tanımlamak ve sistemi bu amaçlara göre baştan sona yeniden düzenlenmek olmalıdır. Bu çalışmada, problem çözme yaklaşımı olan sistem yaklaşımıyla eğitim sisteminde iyileştirmeye kaynak olacak, www.egitimsorunlari.org adlı ortaöğretim sisteminin sorunlarını belirlemeye yönelik bilgi sistem platformu geliştirilmiştir. Çalışmanın amacı, Türk halkının eğitim sistemindeki sorun algısını analiz edebilmek ve yapılan sorun tespiti ile ülkedeki eğitimin niteliğini arttırmaya yönelik bir iyileştirme yapılmasına katkı sağlamaktır. Geliştirilen platform, Php ve MySQL kullanılarak yazılmış bir içerik yönetim sistemi olan WordPress ile oluşturulmuş bir web platformudur. Platform geliştirme sürecine zemin hazırlaması amacıyla Bursa ili Milli Eğitim Müdürlüğüne bağlı, merkez ortaöğretim kurumlarıyla ilişkili paydaşlarla görüşülerek ortaöğretim sisteminde sorun algılamaya ilişkin bir ön araştırma yürütülmüş ve algı değerlendirmesi yapılmıştır. Yürütülmüş olan araştırma platform içeriğinin oluşturulmasına destek olan bir ön hazırlık aşamadır. Platformda, eğitimdeki paydaşlara yönelik sorun algısının belirlenmesinde kullanılacak soru demetleri anket formları halinde sunulmuştur. Anket formlarına, konusunda uzman kişiler tarafından geliştirilmiş ölçekler yerleştirilmiştir. Platform ziyaretçilerinden sağlanan veriler; istatistik paket programlarında analiz edilmeye uygun bir şekilde sistem veri tabanında depolanmakta, Excel programına aktarılabilmektedir. Yeterli sayıda veri girişi yapıldıktan sonra anket sonuçları grafik olarak herkes tarafından izlenebilecek şekilde platformda yayınlanacaktır. Böylece platform kullanıcıları eğitim sistemini değerlendirebilme ve halkın eğitim sistemindeki sorun algısını keşfedebilme olanağı elde edeceklerdir.

Education is a dynamic force that changes the structure of the community and provides a better level of living. The education system applied in a country should be able to meet the needs of society, and the factors that cause the problem should be removed or mitigated. The first step in this case would be to redefine the principles and objectives of the education system within the framework of the future vision for the world and society, and the system should be completely rearranged according to these goals. In this study, an information system platform was developed to determine the problems of the secondary education system called www.egitimsorunlari.org which will be a source of improvement in the education system with the system approach which is a problem solving approach. The aim of the study is to analyze the perception of the problem in the education system of the Turkish people and contribute to the improvement of the quality of the education in the country by the problem determination. The developed platform is a web platform built with WordPress, which a content management system written in PHP and MySQL. In order to lay the groundwork to the platform development process, a pre-research on problem perception in the secondary education system was conducted by interviewing the stakeholders related to the central secondary education institutions affiliated to the Directorate of National Education of Bursa and perception evaluation was carried out. The conducted research is a preliminary step that supports the creation of the content of the platform. On the platform, a set of questions to be used in determining the perception of the problem for the stakeholders in education is presented in questionnaire form. Scales developed by experts were placed on questionnaire forms. The data obtained from the platform visitors can be taken as Excel output. The data are stored in the system database in a manner suitable for analysis in all statistical package programs. Once enough data have been entered, the survey results will be published on the platform so that they can be viewed graphically by everyone. Thus, platform users will be able to evaluate the education system and to be able to discover the problem perception of the public in the education system.
