2011-2021 döneminde Avrupa Birliği'ne yönelik düzensiz göçlerin terörizm ve sınır güvenliği bağlamında analizi

Abstract

2011 yılında başlayan Suriye İç Savaşı sonrasında Avrupa Birliği'ne (AB) yönelik düzensiz (yasadışı) göçlerde artış gözlemlenmiştir. Gerçekleşen yoğun düzensiz göçler bağlamında AB ana organlarının belirlediği politikalar ve uygulamalar, üye devletlerin yaklaşımlarıyla karşılaştırıldığında ise uyumsuzluklar gözlemlenmektedir. Bu bağlamda söz konusu uyumsuzluklara temel oluşturan terörizm ve sınır güvenliği konuları açısından ortaya çıkan sorunlar hiç şüphesiz "güvensiz" bir ortamın oluşmasına sebebiyet vermektedir. Yaşanan insanlık dışı trajediler ve kaynak ile transit devletlerle olan problemler ise AB'nin düzensiz göç, terörizm ve sınır güvenliği ekseninde yeni alternatifler oluşturulması gerektiğine işaret etmektedir. Bu doğrultuda çalışmanın amacı, AB ana organlarının uyguladığı düzensiz göç politikalarının, 2011 ile 2021 yılları arası dönemde terörizm ve sınır güvenliği çerçevesinde realist konstrüktivizm perspektifinden analiz edilmesidir. Bu kapsamda AB organlarına ait olan müktesebat, zirveler ile programlarda alınan stratejik kararlar ve yıllık yayınlanan raporlar değerlendirilmiştir. Ayrıca AB kamuoyu tarafından tanımlanan "Avrupa kimliği" inşa süreciyle birlikte ortaya çıkan "kimlik" temelli tartışmaların 2011 Suriye İç Savaşı sonrası etki düzeyinin belirlenmesi de hedeflenmiştir. Çalışmanın temel hipotezi ise yaşanan düzensiz göçler kapsamında terörizm ve sınır güvenliği açısından milliyetçilik ve İslam karşıtı yaklaşımların önümüzdeki bir kaç on yıl içerisinde Avrupa kimliği ile İslamofobi ekseninde yükselişe geçeceğidir.

A drastic increase has been observed in irregular (illegal) migrations to the European Union (EU) after the Syrian Civil War that started in 2011. In this context of irregular migration when the approaches of member states and policies determined by the EU main bodies are compared some incompatibilities can be seen. The problems arising in terms of terrorism and border security, which form the basis of these incompatibilities, undoubtedly lead to the formation of an "unsafe" environment. Experienced humanitarian crises and problems with source states and transit states indicate that EU needs to create new alternatives in the axis of irregular migration, terrorism and border security. In this direction, the aim of this study is to analyze the irregular migration policies implemented by the EU main bodies, from the perspective of realist constructivism, within the framework of terrorism and border security in the period between 2011 and 2021. Thus EU acquis, strategic decisions taken in summits, programs and annual reports were evaluated in this sense. In addition, with this study, it is aimed to determine the level of influence of the identity-based discussions that emerged with the construction process of the "European identity" defined by the EU public opinion, after the 2011 Syrian Civil War. The main hypothesis of the study is that nationalist and anti-Islamic approaches in terms of terrorism and border security within the scope of irregular migration will rise in the next few decades on the axis of European identity and Islamophobia.
