Abstract
Bu çalışmada Bitkisel Ürünler Maliyet Projesi’nin (MOSİS) verilerini kullanarak, ilçelerde kuru tarla, sulu tarla, dikili tarım alanı ve örtü altı alanları için yeter gelirli arazi büyüklüklerini hesaplamak amaçlanmıştır. Ancak her ilçede anket yapılmamış olmasından dolayı ilçe bazlı yeter geliri veren parsel büyüklüğü tespit edilememiş, havza bazlı rakamlar türetilebilmiştir. Yeter gelirli arazi büyüklüğünün tespiti için kesin bir kıstas bulunmamaktadır. Literatürde optimum işletme büyüklüğü kavramına ilişkin çok sayıda çalışmaya rastlamak mümkün iken, yeter gelirli arazi büyüklüğü kavramına altlık teşkil edecek sınırlı sayıda uygulama vardır. Bunlardan biri de 1984 tarihli 3083 sayılı Kanun’da yer alan 1.000.000 TL’lık tarımsal gelir kavramıdır. Bu kavram yıllarca Tarım Reformu alanlarında arazi dağıtımında temel alınan bir rakam olmuştur. Bu rakam, TBMM tutanaklarından öğrenildiği kadar, 30 ton buğdayın 1984 yılında parasal karşılığıdır. Çalışmada öncelikle bu rakamın altlığı kullanılarak hesaplama yapılmıştır. MOSİS verileri ile kuru tarla, sulu tarla ve örtü altı tarımı için yeter geliri veren parsel büyüklükleri havza bazında hesaplanabilmiştir. Meyve bahçeleri (uzun ömürlü bitkiler) için ise verilerin eksik toplanması, toplanan verilen büyük sapmalar içermesi vb. nedenlerden dolayı, yeter gelirli parsel büyüklüğü hesaplanamamıştır. Türkiye genelinde bu tür bir çalışma şu ana kadar yapılmış değildir. Bu husus, çalışmanın oldukça geniş kapsamlı ve özgün olduğunu göstermektedir. MOSİS verileri ile havza bazlı hesaplanan yeter geliri veren parsel büyüklükleri konusunda özellikle kuru tarla arazilerindeki büyüklük sıralamasının oldukça tatminkar sonuçlar verdiği söylenebilir. Ancak örtü altı ile ilgili hesaplanan rakamlar için aynı durum ileri sürülememektedir. MOSİS kapsamında ilk defa verisi toplanan örtü altı anketlerinde hata payı oldukça yüksektir. MOSİS verileri ile hesaplanan parsel büyüklükleri, 6537 sayılı Kanunun ekindeki (1) nolu listede yer alan rakamların havza ortalamalarına dönüştürülmüş rakamları ile kıyaslandığında, bu proje ile elde edilen verilerin daha tutarlı olduğu gözlenmiştir.
This study tries to determine the farm size of sufficient income in district base in Turkey. The MOSIS project does not provide all data for each individual district in Turkey, therefore, the distribution of data in terms of basins was examined and the missing data for crops, fruits, and greenhouse vegetables were determined. There is no certain standard to determinate for farm size with sufficient income. Even though we can find lots of studies about the optimum farm size concept, there are limited studies about farm size with sufficient income. One of the main sources about farm size of sufficient income is the 1,000,000 Turkish Liras of agricultural income concept, which is described in the law no. 3083 in 1984.This concept and the number have been used as a base for land reforms for a long time. As we understood from documents and the Grand National Assembly of Turkey, 1,000,000 Turkish Liras was the worth of 30,000 kg wheat in 1984. In this study, we determined the farms size with sufficient income based on this number. In addition, for the second and third scenarios we determined and compared the farm size with sufficient income based on poverty threshold in agriculture and household consumption amount in rural region. We had enough data to determinate the farms sizes of sufficient income for the dry farmlands, irrigated farmlands and greenhouses from the MOSIS project; however, we could not get trustable enough data for orchards for some reasons such as lack of the data, the abnormally of the collected data etc. to determine the farm size with sufficient income. There is no other conducted research in Turkey in this subject. Therefore, this study is quite extensive and original. In regard to the determination of basin based parcel sizes calculated with MOSIS project data, it can be said that results are quite satisfactory especially when considered the magnitude of dry farmlands. However, same cannot be said for greenhouse areas. However, the error margin is very high in surveys about greenhouse lands. When we compare the data of parcel sizes calculated with MOSIS project data and the numbers which were converted to the basin average in the Law of 6537 of the annex (1) list, it is seen that the data obtained with this project is more consistent.
